It is a close tie between The Marshall Mathers LP and The Eminem Show, but I'd have to say "The Eminem Show." This is because it showed a uniquie and talented style, plus he matured and addressed a lot of new things on the album.

Le gouvernement a pr?sent? mercredi un projet de loi finances (PLF) 2011 plac? sous le signe de l'aust?rit? et du "r?tablissement des comptes publics". Un budget jug? "historique" par Fran?ois Baroin, ?labor? sur une hypoth?se de croissance de 2% et une inflation ? 1,5%.S'il ne mentionne jamais le mot "rigueur", le PLF 2011, premier de l'apr?s-crise, fait du "r?tablissement des comptes publics" sa "premi?re priorit?. "Nous voulons rompre avec une tradition qui a fait de notre pays le champion d'Europe de la d?pense publique", explique le ministre du Budget Fran?ois Baroin dans "Le Monde" dat? de jeudi. "En ce sens, le budget est historique".Le gouvernement entend faire passer le d?ficit public (Etat, s?curit? sociale, collectivit?s locales) de 7,7% du PIB ? 2010 -un niveau historique- ? 6% en 2011. A terme, l'objectif est de redescendre en 2013 sous la barre des 3% impos?e par l'Union europ?enne, et d'atteindre 2% en 2014. "Un effort sans pr?c?dent dans l'histoire des finances publiques du pays", selon le minist?re de l'Economie. tn reauinsLa dette publique continuera, elle, de grimper. Elle devrait s'?tablir ? 82,9% du PIB en 2010 pour atteindre 86,2% en 2011 et 87,4% en 2012, ann?e o? elle commencerait ? diminuer (86,8% en 2013, 85,3% en 2014). La limite impos?e par Bruxelles est de 60% du PIB.Pour am?liorer les finances publiques, l'Etat entend ramener son d?ficit de 152 milliards d'euros cette ann?e ? 92 milliards d'euros en 2011.C?t? d?penses, le gouvernement table sur une ?conomie de sept milliards d'euros avec la poursuite du plan de r?duction de la d?pense publique. Autre mesure, la baisse des d?penses de fonctionnement et d'intervention de 5%, ? laquelle il faut ajouter le gel des dotations aux collectivit?s locales pendant trois ans. Enfin, la politique de non-remplacement d'un fonctionnaire sur deux sera donc poursuivie: en 2011, ce sont 31.368 postes, dont 16.000 dans l'Education nationale, qui seront supprim?s, sur 62.000 agents partant ? la retraite.Pour les recettes, "le retour attendu de la croissance se traduira par une augmentation des recettes fiscales de l'Etat de l'ordre de 12 milliards d'euros", indique le PLF, qui table sur une croissance ? 2% en 2011, et ? 2,5% sur les trois ann?es suivantes. La fin du plan de relance devrait par ailleurs rapporter "8,2 milliards d'euros" suppl?mentaires.Annonc? depuis plusieurs semaines, le coup de rabot sur les diff?rentes niches fiscales (cr?dits et r?ductions d'imp?ts sur le revenu, suppression du taux r?duit de TVA sur les offre "triple play", am?nagement des dispositifs d'aide ? l'investissement dans le photovolta?que...) est confirm?. Il rapportera 9,4 milliards d'euros d'?conomies en 2011 ? l'Etat et 11,5 milliards d'euros en 2012.Pour Fran?ois Baroin, ces mesures n'?quivalent pas ? une augmentation d?guis?e des imp?ts. "Cela n'a rien ? voir avec une mesure g?n?rale du type hausse de l'imp?t sur revenu ou de la TVA", d?clare-t-il dans "Le Monde". "On ne pousse personne ? aller dans une niche". Au total, le taux de pr?l?vements obligatoires passera toutefois de 41,9% du PIB en 2010 ? 42,9% en 2011. Il s'?l?vera ? 43,2% en 2012 et atteindra 43,9% en 2014."On a un budget, il faut le dire, qui augmente les imp?ts, donc c'est un vrai plan de rigueur qui r?duit des d?penses qui pourtant auraient ?t? n?cessaires pour maintenir la croissance", a estim? mercredi matin sur Canal+ la Premi?re secr?taire du Parti socialiste Martine Aubry.
