Sort of singing mixed with talking maybe...

sing
v. sang, (sng) or sung (sng) sung, sing·ing, sings
v. intr.
Music.
*To utter a series of words or sounds in musical tones.
**To vocalize songs or selections.
To perform songs or selections as a trained or professional singer.
To produce sounds when played: made the violin sing.

***To make melodious sounds: birds singing outside the window.
****To give or have the effect of melody; lilt.
To make a high whining, humming, or whistling sound.
To be filled with a buzzing or ringing sound.

*****To proclaim or extol something in verse.
To write poetry.
Slang. To give information or evidence against someone.
----------------------------------------------
*When you rap, you utter a series of words or sounds in marginally musical tones. All sounds can be musical -

mu·si·cal Pronunciation Key (myz-kl)
adj.
Of, relating to, or capable of producing music: a musical instrument.
Characteristic of or resembling music; melodious: a musical speaking voice.
Set to or accompanied by music: a musical revue.
Devoted to or skilled in music. -

- as per the context of devoted and skilled in music (rap is a form of music), or by being melodious (all sounds can be melodious; see *** below). Many singers nowadays have opted to abandon extravagant notes and employ the melodic speaking method as well.
------------------------------------------
**To rap is to vocalize. To vocalize a song?

song Pronunciation Key (sông, sng)
n.
Music.
A brief composition written or adapted for singing.
The act or art of singing: broke into song.
A distinctive or characteristic sound made by an animal, such as a bird or an insect.

Poetry; verse.
A lyric poem or ballad.

- "brief composition", "verse", "ballad"... Distinctive characteristic sound made by an animal also supports the idea that all characteristic sounds made by an individual, such as rapping, are songs.
---------------------------------------
***me·lo·di·ous Pronunciation Key (m-ld-s)
adj.
Of, relating to, or containing a pleasing succession of sounds; tuneful.
Agreeable to hear: a melodious voice; the melodious song of a bird.

Since "pleasing" is subjective, the complex array of tones in rapping can be melodius
-------------------------------------------
****Melody...

mel·o·dy Pronunciation Key (ml-d)
n. pl. mel·o·dies
A pleasing succession or arrangement of sounds.
Musical quality: the melody of verse.
Music.
A rhythmically organized sequence of single tones so related to one another as to make up a particular phrase or idea.
Structure with respect to the arrangement of single notes in succession.
The leading part or the air in a composition with accompaniment.
A poem suitable for setting to music or singing.
---------------------------------------------
*****To proclaim or extol something in verse is exactly what rapping is.

verse1 Pronunciation Key (vûrs)
n.

A single metrical line in a poetic composition; one line of poetry.
A division of a metrical composition, such as a stanza of a poem or hymn.
A poem.
Metrical or rhymed composition as distinct from prose; poetry.

The art or work of a poet.
A group of poems: read a book of satirical verse.
Metrical writing that lacks depth or artistic merit.
A particular type of metrical composition, such as blank verse or free verse.
One of the numbered subdivisions of a chapter in the Bible.
-------------------------------------------
In conclusion... All sounds are music, and all vocalizing is singing... as far as popular culture goes in what singing "is", I consider rapping much more complex than singing. The diverse tones used in any good rappers cadence and general delivery encompass much more than the strict regime of defined and written notes, pitches, and tones a classical singer has to stick to.
